人民银行有关人士打了个比方:如果消费者在早点摊购买煎饼果子习惯用手机支付,仍然可以用扫码等方式付款,没有任何变化。

如果卖菜的商贩此前就已经使用经营收款码收款,也不受任何影响。

据了解,此前一些商户收款使用“码牌”或者打印封装的二维码,此类“个人静态收款条码”收款安全性较低,容易被犯罪分子利用,需要向收款服务机构(如微信、支付宝等)申请转为商用收款码。

另外,按照相关要求,不得通过个人收款条码为具有明显经营活动特征的个人提供经营活动相关收款服务。至于哪些用户属于“具有明显经营特征”,中国支付清算协会正在研究制定相关标准。

通知将自2022年3月1日起施行。人民银行有关人士表示,在相关要求实施之前,支付服务机构必须要全面、充分评估客户正常支付需求,制定配套服务解决方案,确保服务成本不升、服务质量不降。

收款服务机构有义务免费为商户提供商用收款码,商户只需要提供必要的身份核实信息。
