Due to weather conditions, the wind speed has been low in recent days, so there has been a significant decrease in the contribution of wind power.
At the same time, coal prices have been rising this year. Thermal coal prices have reached a level of thousands of yuan per ton that has not been seen in many years, which has seriously deviated from the break-even point of power plants. The more coal power plants generate electricity, the greater the loss. In addition, as the winter is about to enter, the Northeast region will still face a severe power supply situation.

据此前媒体报道，业内人士表示，电力缺口的背后，既有供应不足也有需求增长等多方原因。
需求方面，东北近日天气转凉，体感温度十度左右，但是集中供暖又还没开始，因此许多居民会选择开空调、电热毯等方式取暖，居民生活用电需求增加；原本“金九银十”的生产旺季，加上经济复苏，工商业用电需求增加。
风速低时，风电发电量大幅度下降，甚至不发电。风速的三次方与发电功率成正比，由于天气原因，近几日风速较低，所以出现了风电贡献电量显著下降。
同时，煤炭价格今年以来一路走高，动力煤价格达到了多年未见的上千元一吨的水平，严重偏离了电厂盈亏平衡点，煤电厂越发电，亏损越大。另外，即将进入冬季，东北地区仍将面临严峻的电力保障形势。
